В данной статье рассматривается актуальная проблема оптимизации организационно-экономических механизмов в хлебопекарной отрасли России на основе успешных практик региональной поддержки. Цель исследования заключается в выявлении эффективных инструментов и подходов, способствующих повышению конкурентоспособности и устойчивому развитию хлебопекарных предприятий в современных условиях. Для достижения поставленной цели применялся комплекс методов, включая системный анализ, экономико-статистический анализ, сравнительный анализ, метод экспертных оценок, а также изучение опыта передовых регионов в сфере поддержки хлебопекарной промышленности. Информационную базу исследования составили данные Федеральной службы государственной статистики, Российской гильдии пекарей и кондитеров (РОСПиК), аналитические материалы отраслевых союзов и ассоциаций, а также результаты собственных расчетов и наблюдений авторов. Результаты проведенного анализа свидетельствуют о том, что ключевыми направлениями оптимизации организационно-экономических механизмов в хлебопекарной отрасли на региональном уровне являются: стимулирование модернизации производства, развитие кооперации и интеграционных связей, внедрение инновационных технологий, расширение ассортимента и повышение качества продукции, развитие экспортного потенциала, а также укрепление кадрового потенциала. Так, меры поддержки технического перевооружения хлебозаводов в Москве и Московской области позволили за 5 лет обновить оборудование на 86 предприятиях на сумму 14,2 млрд рублей. В Алтайском крае за счет развития кооперации доля местных производителей муки на рынке региона достигла 92%, а реализация 18 инвестпроектов обеспечила создание 1150 новых рабочих мест в отрасли. Результаты исследования имеют прикладное значение и могут быть использованы при разработке и реализации стратегий развития хлебопекарной промышленности на федеральном и региональном уровнях в целях повышения эффективности и конкурентоспособности отрасли, обеспечения продовольственной безопасности страны.
This article discusses the actual problem of optimizing organizational and economic mechanisms in the baking industry of Russia based on successful regional support practices. The purpose of the study is to identify effective tools and approaches that contribute to improving the competitiveness and sustainable development of bakery enterprises in modern conditions. To achieve this goal, a set of methods was used, including system analysis, economic and statistical analysis, comparative analysis, the method of expert assessments, as well as the study of the experience of advanced regions in the field of support for the baking industry. The information base of the study was made up of data from the Federal State Statistics Service, the Russian Guild of Bakers and Confectioners (ROSPiK), analytical materials from industry unions and associations, as well as the results of the authors' own calculations and observations. The results of the analysis indicate that the key areas of optimization of organizational and economic mechanisms in the bakery industry at the regional level are: stimulating production modernization, developing cooperation and integration ties, introducing innovative technologies, expanding the range and improving product quality, developing export potential, as well as strengthening human resources. Thus, measures to support the technical re-equipment of bakeries in Moscow and the Moscow region made it possible to upgrade equipment at 86 enterprises in the amount of 14.2 billion rubles over 5 years. In the Altai Territory, due to the development of cooperation, the share of local flour producers in the region's market reached 92%, and the implementation of 18 investment projects ensured the creation of 1,150 new jobs in the industry. The results of the research are of applied importance and can be used in the development and implementation of strategies for the development of the bakery industry at the federal and regional levels in order to increase the efficiency and competitiveness of the industry, ensure food security of the country.
